Subjective Analysis
The Bard is your reward for training a male character in the magic-using classes. The Bard is a pretty weak character, with low HP, AT, and speed. His harp weapon is quite worthless as well.
The Bard's action abilities are not worth much unless you enjoy buffing your squad - but, if you are a fan of that, he can do it across the whole team at once. By the time you unlock him, though, odds are you aren't fighting many battles where you need big buffs. The Bard's one other purpose is its Move +3 ability, which is incredibly useful and one of the few real purposes for spending any time in this class.
