I tried to find a link to the FFT walkthrough on this site to help you out, but it isn't spelled out very clearly IMO, so I'll answer to the best of my ability.
First, this only works if you buy a flower from the flower girl in ZarghidasTrade City (in the northwest of the map) in Chapter Four, not long after Orlandu joins your team. Possible spoilers: highlight to view Second, you can't do the rest of this quest until right before the end of the game, either right after you defeat Dycedarg or right after you defeat Blood Sucking Zalbag, I'm not sure which. After the events in the spoiler warning, go to Goug Machine City, where a strange contraption will react to one of your Zodiac stones. Cloud will pop out of the contraption and make a few amusing FF VII references and leave. Go back to Zarghidas Trade city and you'll fight a rather easy battle against some thieves and monks, I think. Afterwards, Cloud joins your party at level 1, but if you level him up he turns out to be a pretty good character (if only for good stats barring Speed, Finish Touch, and Climhazzard). Yeah you do a rumor then go to zarhigdas and youll see aeris in the bar i think then you go back somewere then therell be cloud and soilders
