When you enter Bervenia, a woman named Meliadoul will be waiting there for Ramza. She seems to not be affiliated with anyone, but she's after Ramza for, as she's been told, killing her brother Isilud.

Bervenia

Another uphill battle increases the overall difficulty, so try to get as many characters with Ignore Elevation or high Move stats as possible, then beef up their Move further with items like FootwearBattle Boots. The faster you can take out Meliadoul, the better, because the Summoners and Archers are out of range at first and will just compound the misery until you can finish the battle. Someone with Holy will be extremely helpful here because you can lock it on to Meliadoul and it will hit her and only her even if she moves.

Meliadoul uses skills that have a 100% chance of breaking your equipment, so the faster you can stop her, paralyze her, kill her, or steal or break her sword, the better. Alternatively, the Safeguard ability learned from the Chemist class can nullify her ability to break equipment, but using it does require you to give up on other support abilities. You might be better served to just take off your best equipment and use some slightly older stuff, because even if your equipment is protected, Meliadoul's abilities still do a lot of damage. Teleport is a great skill for this battle, and it's fun to watch your characters appear behind her apply a beating, so give that a shot as well. She should be your prime target, though you might have to take enemies out if you're climbing your way up to her. Try to pick away at her from range so that when you do reach her with your front line soldiers, it won't take long to finish the job. When you knock her to critical HP or KO her, she'll teleport away.

As you move on, don't forget to replace any equipment that might have gotten broken!

After finishing this battle, the scene will cut away back to Zeltennia, where Delita and Ovelia remain. Delita will continue to mourn his sister, while gazing at her pendant in his hand; he leaves the room and heads outside, where Ovelia is once again trying to whistle through a blade of grass. Delita shows her the proper way of doing it, then shows her Tietra's pendant and talks about his family and the circumstances of her death. He explains that he will never let Tietra's fate befall Ovelia and will protect her from anyone who tries to use her. Additionally, completing this part of the story will unlock a sidequest starting at Goland that will end in the second WotL-exclusive bonus character. This sidequest can be started any time between now and the point of no return at the end of the game.
