Any Star Ocean experts here?? Need Help!

Well, I have seem to try everything and nothing will work. I am at the part when you are almost to Tropp, and you see the Starship crash. I have taken a boat all the way back to Portimis, went the Hot, and been all the way to where the crash was, saw the cut scene, talked to everyone, and made a long way back to Tropp. At the port, he (the sailor) should be able to take me to Edcart, but he just keeps saying to Portimis! Did I miss something, because I don't think I did.
