its a prize in the battle square at gold saucer - i think the earliest you can get it is after cloud rejoins your party

You can get it in Disc One, albeit it'll cost ~62,000 BP. (Probably why most people wait until later in the game, and because you don't have the best materia yet.)

You can get it as soon as you get the buggy but like Zermous said you wouldn't have useful materia and it costs more BP.

Omnislash becomes available for 51200 BP after Cid becomes a selectable character. He''ll join automatically at a set point so I won't say more to avoid spoilers. The cost drops to 32000 after a major plot event in disc 2.

You probably can't see onislash in gold saucer because you didn't realize you could turn the page.
