what are the most safest way to kill the ruby weapon?

Right from my FAQ: You can't be safer than that, unless you forget to hit start (pause) while going away.

(?/4) Means that this materia has a max level of 4 and no specific level is required. Level 1 is more than enough

Playing with Ruby & Reviving other characters (Chance to Win: 100%)

Minimal Requirements:

A: Quadra Magic Materia (4/5)
B: Comet Materia (2/3)
C: All Materia (?/5)
D: Life Materia (?/3) OR Master Magic Materia
E: W-Magic Materia (?/2)
- 7677HP on either Cloud/Barret/Cid/Yuffie
- Kill your two other characters
- Appropriate Multi-Hits Limit: Omnislash/Ungarmax/Highwind/Doom of the living
- A potion
- Full Limit Bar with the chosen Multi-Hits Limit.
- Make sure you are in wait mode and not in Active mode for that battle

Materia setup for the chosen Character that will defeat Ruby with 7677HP:
(A)-(B) ©-(D) (E)

Battle:
You won't need to worry about anything, just that your limit will be powerful
enough to take away the tentacles on your first round.

1- Immediatly use the correct limit on the tentacles immediatly after it puts
its tentacles in the ground.
(Reset if you haven't done enough damage)
*Ruby will pull his tentacles out of the ground*

2- Use a potion on yourself, your will reach 7777HP, that means AL7sBM:
(800,000 - 7777*64 = 302,272)
*Ruby will put his tentacles in the ground*

3- Use Quadra Comet 2 on the tentacles, they won't stand a chance.
*Ruby will pull his tentacles out of the ground*

4- Use Quadra Comet 2 twice on Ruby with W-Magic
(302,272 - 7777*4*4*2 = 53,408)
*Ruby will put his tentacles in the ground*

5- Use W-Magic: Life (All) & Comet 2 (Ruby) to revive your party and Vanquish
the boss

You will have all characters alive, so you will gain every EXP & AP.
