I was wondering what is the best area to get the most magic points and learn spells the fastest so i can get Life 3 and take down Magi-Master

If not the Fanatics Tower itself (the upper levels), then the desert below Maranda. Have someone with Sniper Sight or Offering and they can take out those nasty Cactrots, who give you a sweet 10 magic points apiece.

World of Balance: Triangle Island, fighting Intangirs (10 magic points each)

I find the safest and easiest way is to fight in the first room in the fanatics tower. All you fight are magic urns and they net 5 magic points. Usually when I do this, I give Locke two Thief Knives and cast berserk on him in hopes of stealing Elixirs while I level my magic.

Careful with the Cactrots though, IIRC you don't fight him all the time. Instead you usually wind up facing a Zone-eater-esque creature.

Doom spells take Hoovers in the Miranda desert out very quickly, and don't provoke their annoying sandstorm attack. Just make sure your characters know the doom spell (or have some sort of instant death attack/spell), and they don't pose any problems at all. Plus, they give 5 magic points and a decent amount of XP, so its all good.
