It depends on the scenario. Did you want to base it on stats, equipment, natural abilities? If you are talking overall in the game as it is including all these things one character outhines them all, but if you take away one of those then another character will be just as good.
For example Terral and Celes naturally use magic. Terra becomes more powerful with her ability while Celes stops magic of others. Edgars tools could outdue them though, certain Gau or Sabins abilities outmatch these. And Lockes steal is no match for any of them, you might steal one equipment. So it comes down to one factor and you have to base it on this, asssuming you could improve them indefinately one character will remain ahead for one reason. If you balanced their natural abilities, stats, one character would stand out. That chacter is Locke. Why, because of his final weapon Wing Edge, it improves his speed by so much no other character could catch him. He could outcast, outfight, and outrun anyone, he's also the second character of the game you get. So I'm basing it specifically on speed as the one factor that contributes to the overall factor of whose better. If you were to get everything in a legit game Locke would reign as King. He can learn magic, equip Illumina, offering, and much more. Likewise he can also equip Illumina or could possibly beat someone else equipped with this. So think overall, don't take any of the factors away, and you found the person. What is this character capable of doing if he has everything and is fast.
