I hear that this can really help improve your character's stats. Anyone have advice as to get this done quickly, and which classes in which to do it in for the best results?

Yes, it can dramatically increase your stats. In my experience it takes a bit of time. I usual do it in Dolbodar Swamp if I'm going too. I reccomend de-leveling as a Calculator as they suck a great deal and will lower your stats less than others. If you want everything but speed and magic points raise yourself up as a mime. Some people like to get 50 levels as a mime, 25 as a ninja for speed, and then 25 more as a summoner for magic points. Anyways, good luck and have fun with your ridiculously powerful finished products.

The first Degenerator trap that I can think of would be in Fovoham Plains, so it's possible to start your power-leveling as early as the first chapter. You can also get Mindflares in the first chapter, so Level Blast isn't out of the question either. Do both and level-down twice as fast.

I think Zeklaus Desert is the very first place you find a degenerator trap. I've never done the level up/down trick, since theres no need whatsoever to do this and beat the game easily.

Hmm, I do believe you're right, Hamedo. I'd still go to the Fovoham Plains though, since you can find Pisco Demons there almost every time.

The Best Job combination to do this with is usually considered to be Bard-Ninja or Bard-Mime. Dancer has a high PA gain, so calculator, as Kane said, would be a good job to level down women.
