I haven't even finnished the game yet, and I'm already certain that Celes is in love with Locke, and visa versa. Think about it. In every emotional scene of Locke's, Celes is there to comfort him. For example, she was the ONLY one around after Rachel's rebirth and death in the WOR, and Locke seemed to go to her for comfort. And if there wasn't flirting going on in the Opera House scene, you can feed me to a Zone Eater.

Does Celes like Locke? Most probably. The evidence I would use to support that conclusion can be found throughout the game (I don't feel like trying to remember them right now).

Their love for each other was more of a read between the lines kind of thing instead of an outright "I LOVE YOU WITH ALL MY HEART AND SOUL!!!!!"

When celes runs away when locke try's to speake to here you can see he is hurt cause she runs away that is the proof for me that he loves here, and celes shows here love for here when she warp's here self away and kefka with here.
