Baron, partly because of the plot depth behind it, also because it's a bit more medieval yet still maintains a fleet of airships.

I would have to say Shinra, FFVII, cause it had some very strange members.

I felt like a tie between Shinra and Alexandria, but I voted for Shinra because Sephiroth used to work for them.

My favorite Evil Empire was Rage Against the Machine's 1996 album.
Out of Final Fantasy games, my favorite was Shinra. They just seemed (to me) to be the least cliched and overdone. |

I voted for Shinra (even though it's not actually an empire) because of the ones I know (Baron, Gestahl's Empire, Shinra) they're the most convincingly evil. Baron didn't really do much to quell dissension other than banishing Cecil and Kain, and it wasn't that interesting (all it did was gather crystals). Gestahl's Empire had unusually good/honorable people (e.g. Leo, Cid) in high places. But Shinra was thoroughly evil.
Now how effective might it be if I were to put elements of all of them together into one evil organization? Such as someone named Kain being the evil twin brother of one of the protagonists as well as CEO of a huge Shinra-like company that disobeys Smith and Marx equally, head of some brutal secret government organization, a power-hungry high official in the government, and with an underling who's a whacked weirdo that doesn't find it too nasty to be cruel? Shinra was a super-conglomerate corporation that had it owns army as a result of supplying arms to what prabably was warring nations. It's not just the technical evil empire, it's an empire that breaks all boundaries of those within (note FFVII generally lacked countries while Yuffie's country was assimilated). Also, being a business and not a state, there's no politics.

gotta go with the Empire from FF6. I mean Gesthal was a vicious dictator and then you had military leaders like Leo who was the best general and the cold-hearted Celes (before she became a traitor) and the bloodthirsty Kefka. Then take into account they had Cid providing them with the only magic in the world. Also that one scene in the beginning with Terra's flashback when Gesthal is speaking to all the troops and they all raise their arms at him saying "long live Emperor Gesthal" reminded me of Hitler and Nazi Germany.

Shinra wasn't even an empire, it was simply a corporation which owned everthing. That uniqueness definately ranks it at the top of the Evil Empire scale. And yes "The Empire" had Kefka, but one man does not an Empire make,

I voted Baron, because it was the only one that really felt like you were taking it on. The rest of the games felt like you were fighting around the issue until you were plunged there head first. You tried to get to Baron, going from kingdom to kingdom trying defend it's enemies. It felt aggravating those times you had to get side-tracked. The other games felt more like a relief to do that.

I say Shinra over Vector and the other ones because Shinra was a weapons development company that seized military power and became an empire... now that's scary. I'd also like to give it up for Bevelle from FFX because its religion really did "opiate the masses" a la Marx. Ex-Death's empire was quite a doozy too because it laid dormant for so long and then sprang to action all at once.

Exdeath had an empire? I don't seem to remember that one...
EDIT response to below post: A terrorist organization? To my knowledge he somehow ended up with a castle and a sidekick with a sidekick. Other than that I don't see much in Exdeath's "empire". Shinra was a lot more evil and mysterious than any of the others. Plus they had the coolest characters in it. That Heideggar person was coool.

Shinra rocks!!! They have the monopole, they do what they want, silly people believe in them and clever ones... heu... mysteriously disappear. Why did Cloud and his gang have to destroy this empire? Cursed them!

FFVI's Empire, obviously. FFVII's Shinra is a VERY close second.

I think that The Empire was the coolest just cause FF^ was the bast FF Game in my opinion and they have kafka ya.
