I am stuck with an immovable airship

I have left the airship for the first time and now I am unable to find the controls or take off again. I have had another final fantasy player try and fail as well. What is my problem? (besides idiocy) Am I missing information from someone? Setzer just asks the Empires problem.

The plot for this part requires that the airship be grounded as to not attract unwated attention. You are not supposed to fly it yet. You'll get to fly it later...
