What is the rate of stealing the Ribbon from Ultima Weapon at the end of the Floating Continent?

I'll need it in the WoR so I'd like to get it now.

I figure it's probably the same as any other rare item (1 in 8) but Ultima probably has a very high level making it difficult to steal from him. I'd suggest waiting till the WoR, since there will be tons of them (including in the bonus dungeon IIRC). There's always the one in South Figaro's basement (it'll still be there in the WoR if you haven't gotten it yet) and, if you left the chest in the Moogle room in Narshe unopened, it will also have become a Ribbon. There's one in Kefka's Tower too, I think.

Lou: There's a couple of guys fighting down at the aquarium, Chief.
Wiggum: Do they still sell those frozen bananas?
Lou: I think so.
Wiggum: Let's roll.

I steal from him without problems (Level 35 Locke with Gengii Glove using Mug), but I always get Elixers.

And I can't get into the basement, Its "Too Dangerous" as the guy says.

The thing I'm worried about is at the start of WoR when you only have Celes, I don't want to get any status effects and die.

He means the Basement in South Figaro, not the Figaro Castle.

In the Rich Man's House in South Figaro, go down to the basement. (The one where you found Celes). When you reach the basement, go right to the wall and then keep going down. Go right again and eventually you'll be in the basement. Open the chests for your loots.

Oh...

If I go back to the Airship, when I return to the Floating Continent will I have to fight the Air Force, Ultros, and Chupon again?

Well, I'm in the basement and I can't find anything.

Dang, that was very well hidden. I got my ribbon. now I'm happy. Gotta get back to Ultima Weapon now though....

You won't have to fight those guys again... but take the opportunity to restock on items before you make the trek back to Ultima!

There's this part where you are walking downward through the wall, and about halfway there you can turn into another path. Midway through that path you go in another, you find an X-Potion and there's an invisible chest 2 steps under it.
