It's 35:
24 that you talk to and 5 that you have to beat when you talk with them. Edit I'll make even clearer: Each guard fought: 4 points each (20 points total) Each guard talked to: 1 point each (24 points total) Making a total of 44 points before the "question period". Its irrelevant. The highest "soldiers spoken to:" message you can get is 24, unless there's some soldiers hidden in some super secret rooms that you can only get to through a walk-through-walls cheat with game genie.

And where does the question specifies the "Soldiers spoken to" message? What he means by "only the ones that give you points" refers to the fact that you can speak to certain soldiers in the facility and not have them increase the count. Example: the soldiers in the throne room that say "dinner preparations are underway". You can talk to them, but they won't increase your points. I know, that's why I explained my guess that is 35. I knew about the ones that didn't give points, that's why I explained my "higher than normal" answer. I never mentionned the useless soldiers in my answer.

Is it 24? I seem to remember running around like a nutcase with about 22, trying to get the last few, so I'll guess 24. (I guess I could go look it up in an FAQ, but that takes the fun out of it for me.)
