Where can I find a listing of the MP cost of all those lores/monster specials that Strago doesn't learn? I want to know how much things like Meteo, Gigavolt, Diffuser, N. Cross, S. Cross, and Train (for example) cost.

Note: I call lores all those monster techniques that, if Gau would rage the monster, would show a blue aura around Gau just before he uses it, just like Strago casting one of his lores. From this, I expanded the category slightly, including all those techniques you can't rage but which take MP (and therefore would appear like that IF Gau were able to cast them under rage).

does it even expend MP while gau casts magic while raging? i never thought it did, but i guess that wouldnt really make much sense..

Rage, Sketch, and Control don't use any MP. However, if the monster doesn't have sufficent MP, you may not5be able to use certain skills in Control IIRC.

Which is why I use the term "lore" to refer to all such "monster magics". Yes, Gau doesn't use MP when he casts such a lore under Rage; it's just that that blue triangle appears. By my definition, Strago only learns a small fraction of lores; most of the ones he does learn are known in other games as"blue magic", putting them (conceptually) in a special category.
