TL;DR - Google wants to demand money and government IDs and a contract from third-party app developers, or else their apps won't work on most Android devices. For "security reasons", they say.

There may or may not be a way for users to circumvent this. Google says there will be, but what they've proposed is more complicated than the current procedure to sideload apps, and it isn't even guaranteed to exist.
