Basically, FFXIII Reminiscence is a very short novel consisting of a series of interviews with the major characters of the Final Fantasy XIII trilogy. It was published in three installments in Famitsu and Dengeki back in late June and early July.
I was surprised by the amount of effort required to find a (mostly, though alas incomplete) translated copy of Final Fantasy XIII: Reminiscence -Tracer of Memories-. You can check it out here. There are also a batch of generally underwhelming screenshots from the originals on the Square Enix blog. I've seen reviews in a few different places that are mostly positive, saying that it helps fill out the FFXIII story and add a bit of continuity between titles, without actually adding much material. I haven't read it yet myself, so I'll have to add my thoughts later!
