Well being a huge Locke fan I will have to say him. Other characters weren't developed enough. Like Celes, for example, they should have shown her past more on what happened to her parents or what she was accused of being a traitor for. Or people like Shadow who the glimpses of the past weren't enough

Shadow's Dreams were fairly good for him. He's a mysterious character, and his past makes you go "Eh?", which fits him well.
