So I have been playing FF6 since it first came out and this is probably my fifth time playing up until WOR and I found something I had never done before...I went back and played through the entire Phoenix Cave again to see if there were any secrets to find. I didn't happen to find any new treasures but when I got to the very end where Locke opens the chest and brings out the Phoenix magicite, this time the chest was closed and I couldn't open it! I tried putting Locke in front of my party and it still didn't work. Could this be a glitch in the game? I think it would have been cool if they put something awesome in that treasure chest for fighting through the Phoenix Cave a second time. Any thoughts?

I couldn't say for sure, but I imagine it was scripted that the chest would only be opened during the cutscene with Locke, and that it wasn't actually programmed to be openable or have anything with it. With programming a game, you have to code in the action that takes place when you interect with the object. It could also be that they had intended to use that, but never got around to it. Sorry its not exactly a clear answer, but it gives you some thoughts as to why it was never meant to be opened.
