What video card should I buy?

I'm not very knowledgable with graphic cards, but I definitely need an upgrade. I can't run Half-Life 2 or even Halo: Combat Evolved. I have an Intel Onboard, which came with the computer.

I have my eye on the GeForce 9800GT, but I'm not sure if it's good enough or if it's too awesome. I only plan on playing a few games at the most; RuneScape, Halo, Unreal Tournament, Half-Life 2, Bully, and maybe Dragon Age or Morrowind. But I still need to buy them. I can play UT on full blast with little lag on some maps. I can enter HD on RuneScape, but it lags quite a bit. I also can't use anti-aliasing. All the other games I can't even run.

Money isn't a huge issue, although I would prefer it was around $100.

I'm currently running Windows 7 Ultimate x32, with a Core2 duo processor 2.33GHz, 2GB of RAM.

I'll admit I don't know much about OS power usage, but I can't imagine being able to run W7 and not being able to run HL2 on at least medium quality settings.

I do know a GT 9800 should be more than enough to play the games you listed on max settings at 30fps and up.
