Phoenix Cave: Red Dragon

I haven't leveled up my characters much, but the ones I'm using are up to around level 40. What level is needed to be able to beat that blasted red dragon in the Phoenix cave? I did do Libra on him, but I don't remember what level he's at, just that he's weak against water attacks.
Right now I'm just trying to level up my 4 people: Terra, Edgar, Sabin, and Cyan (big mistake!) so I can go head to head with him. Tedious.
Please help if you can.

He's at level 67, but that shouldn't prevent you from beating him in the 40s. He's weak against Ice and Water, so if you've gotten Tritoch and thus have access to Ice 3 you should be able to beat him in just a couple of turns. Strago can learn the water blue magic CleanSweep from the monster Enuo in the undergorund castle. Shadow can also throw Water Edge which does decent damage. If Sabin knows Bum Rush, that can take him out in just a few hits as well. If all else fails, all but one of the Dragon's attacks are Fire elemental, and there are a few Flame Shields around in the world (I know there's one on the train section of Cyan's dream off the top of my head) so if you equip that on a character, they're immune to I think every move but Flare. Hope that helps.

Thank you.:-) Unfortunately I don't have the ice attacks, Strago, or those flame shields. *face/palm* I'll just level my characters up and see what happens with who I have. I do have some of those water scrolls, so I could try using those. If all else fails I guess I could just restart. Not looking forward to that option though.
