So you want to get your second Limit Break of that level, ie. Cross-Slash, Climhazzard, etc. Well what you could do is get Barrier Materia, level it up to the 3rd star, gaining the spell Reflect, and then casting Reflect on an enemy, then casting high-powered magic at the same enemy, which will reflect and hit you, getting your Limit Break up. Huh, huh? Did I do good?

Have you tried it? As far as I know you can't put the limit up yourself but if it works then good discovery! Another way is to put the character you want into Fury with a Hyper and have them as the only character alive or with a mastered Cover, then haste the enemy or enemies you're fighting. It only takes about a minute to fully charge the gauge if you're against monsters that use quick physical attacks.
