Equip it, and stand within 3 tiles of a friendly monster during battle.

Yes, you have to stand next to a FRIENDLY monster, I say this b/c I actually spent quite a good time trying to get the skill off of an enemy...ignorance is bliss.

The three-range-to-work is a translation error and has misled a lot of people. You have to be one panel from(height counts, I believe) the allied monster you wish to learn the new skill.

I don't use Monsters, so Shot, does the Monster LEARN the ability, or is it just for the time the character is next to the monster? Also, if a person with Monster Skill is mouted on a chocobo, will the chocobo still learn the ability?

OK, Monster Skill works this way :
-the character you equiped it on must be right next to the monster. The height difference must be below 3
-the monster can only use it if the character is next to him. If either the monster or the character moves away, the ability can't be used
-under no circumstances can the monster permanently learn the ability
Being that I don't use chocobos in battle, I wouldn't know about your specific question, Wiegraf, but about the learning thing, I'm sure.

Hmm, well, in accordance with the one-panel-away rule to actually get the Monster Skill to work, jumping on top of the chocobo would effectively make it zero. I don't think it would work, and I released Boco, so I'll have to check it out tomorrow or something.
