I looked at CoN walkthrough and it told me I can get it two ways.

1. steal from ultimate weapon
2. broken keyman at mideel

everytime I used steal on ultimate weapon i got reflect ring (did about 10 time and 9 times i got reflect ring and once I got circlet). Does it only carry cursed ring on last fight or something? O.o
(at first I just used steal and reset, steal and reset, then I just decided to forget about it and go after ultimate weapon. I still haven't beat him, and i have 5 reflect ring now o.o)

As for broken man keyman at mideel. I don't know who he is. I also talked to everyone (even people at the upper part of the town) and no luck. Is this only for Mideel before it gets attacked by weapon?

I've never heard it being stolen from ultimate weapon, but you don't get it from a guy in Mideel. Before it gets attacked, you go to the weapons shop and check the door that does not open. Then, go to the shop on the hill with the man on the balcony. Walk behind him along the part of the balcony on the side of the shop until you here a rattling sound. Check the spot and you will get a key, which you use on the door that doesn't open.

When the owner of the store asks you what occurred, tell the truth and you'll get it.

I'm sure there are two in the game. If CoN says steal it from Ultimate Weapon, then you steal it from Ultimate Weapon. It would make sense if you can only get it on the last fight.

i just killed ultima weapon and even during last fight, he didn't have cursed ring (actually on the last fight, he didn't have anything >_> ) aw. I guess cursed ring is too late for me. thx everyone

Cursed Ring is only stealable in the first mandatory fight with Ultimate WEAPON when Cid is leading.

your half right, yes you can steal one from the first fight, but it's not the only one, in your first time in Mideel, you can get one using the method Harlequin advises, but if that may confuse you, or you need more to go on, check CoN's walkthrough for your first visit to Mideel. (Hint: the door is in the back of the shop, and it won't have a nice red arrow to it if you have select on.)
