so i beat all of the 300 numbered missions (some of the reserve missions refuse to appear, but oh well) and im trying to do the judge quests and get Cid, but the corrupt judges rumor doesnt appear in the pub to trigger the whole thing. does it only appear on certain months? certain towns?

As memory serves, (and it often doesn't) it's automatically started upon entering a zone, and if nothing else, there are a plethora of walkthroughs and FAQs online involving such.

PS: I don't like Cid as a character, I find him rather useless myself, but what else is there to do if you've won the game i guess.
