I always thought it was some kind of flower, more than likely a rose, but now when I look at it I have no idea.

Coincidentially, I've recently renewed my interest in this issue as well as a result of my wanting to make an ff-based flash animation. I've always figured it was a silhouette of some flowers that was unfortunately distorted and pixellated due to the low resolution of the game. It's something you come across pretty frequently when dealing with image conversion.
So anyway, I took the liberty of making a quick sketch of what I think the silhouette was originally of. This is pretty much how I've always imagined it, though I've tried really hard to think of alternatives.

This seems like a case of those inkblot tests. Those things are specifically designed so you can either see something "happy" like a butterfly, a flower, etc., or you can see something "angry" like a bat, crocodile, etc. If you see the "angry" image first, it means you're crazy.

This looks like a similar situation. You can either see a flower/bouquet or you can see a creature with its mouth open like it's fixing to chomp down (or a screaming Yoshi).

If you saw the screaming Yoshi first, it means you play too many video games. Also, crazy.

All I can say is it seems to fit the empire to have smoke on their flags. They destroy things without care of people or anything else.

It kinda reminds me of that one saying "Where there's smoke, there's fire". When you see smoke, you know the Empire's after you maybe??? pinch.gif

Fleetingsight, you have a wonderful talent for showing things other people don't really see! I salute you! thumbup.gif I think the low resolution can be fixed if you get the SNES emulator and use the F1 command (Take picture) it's a lot clearer and you can do MAJOR editing without having to worry about color blends with shadows!

No, I daresay it cannot. Kanji, however blotchy they might look, are always arranged in blocks. This symbol is pointy towards the lower end.
