I'm pretty sure that's normal.

I'm also pretty sure there's a "d" in the "Veldt"

All the enemies you fight on the Veldt you have encountered before. You won't encounter an enemy from WoR unless you actually fight some monsters there.

ive been in the WoR for about 12 hours now completing missions, raising levels, and learning spells. thus my question. i have fought countless WoR enemies and still nothing. all ive got left to do is visit Ebot's Rock then Kefka and still WoB enemies haunt me. ack.

The enemies in the veldt always remain the same. it would be even more rediculously hard to get those couple hundred rages if the enemies were all split up in the worlds.

Stay a while on the Veldt before hopping off again. The game keeps track of your Veldt battles and sends you through a certain order of monster formation packs roughly resembling the order of the game. This means that you'll fight quite a few WoB monsters before you get to the WoR monster formations. After a while, you'll get WoB again for a bit.

Long story short; don't give so soon.
