It says in the walkthrough that the titan materia is found in the gongaga reactor but i still can't seem to find it.

you have to walk around inside it and it says something like you see something shiny and select 'pick it up' i think....

Gongaga looks like a gigantic piece of shrapnel in a forest clearing, in a southernly direction from the Gold Saucer region. When you enter it, take the dirt path that goes northeast (IIRC) out of the screen -- it leads to the reactor proper. If you see the scene with Scarlet, she'll search in a certain place and not take the 'junky materia'; when she splits, search there to get Titan.
