Yes, Eevees can Breed. You just need a Male Eevee and a Female Eevee to get it On at the Day-Care Center and wait Awhile, after which You'll find an Egg.

Or Alternatively, you can Breed any Eevee with a Ditto for the Same Result.

When breeding, the hatched pokemon will be the same type as the mother and inherit moves from the father, assuming the move is naturally learnable, learnable through TM, or an Egg move of the hatched pokemon. As long as the Eevee is female, you can breed it with any of the following pokemon, assuming they are male:

Code
Absol, Aipom, Ambipom, Ampharos, Arbok, Arcanine
Bibarel, Bidoof, Blaziken, Buizel, Buneary
Camerupt, Chimchar, Combusken, Cyndaquil
Delcatty, Delibird, Dewgong, Diglett, Donphan, Dugtrio, Dunsparce
Eevee, Ekans, Electrike, Empoleon, Espeon, Exploud
Farfetch'd, Flaaffy, Flareon, Floatzel, Furret
Girafarig, Glaceon, Glameow, Golduck, Granbull, Growlithe, Grumpig
Hippopotas, Hippowdon, Houndoom, Houndour
Infernape
Jolteon
Kecleon
Leafeon, Linoone, Lopunny, Loudred, Lucario, Luxio, Luxray
Mamoswine, Manectric, Mankey, Mareep, Mawile, Meowth, Mightyena, Miltank,
   Monferno
Nidoking, Nidoran (F), Nidoran (M), Nidorino, Ninetales, Numel, Nuzleaf
Pachirisu, Persian, Phanpy, Pikachu, Piloswine, Piplup, Ponyta, Poochyena,
   Primeape, Prinplup, Psyduck, Purugly
Quagsire, Quilava
Raichu, Rapidash, Raticate, Rattata, Rhydon, Rhyhorn, Rhyperior
Sandshrew, Sandslash, Sealeo, Seedot, Seel, Sentret, Seviper, Shiftry, Shinx,
Skitty, Skuntank, Slaking, Slakoth, Smeargle, Sneasel, Snubbull, Spheal,
   Spinda, Spoink, Stantler, Stunky, Swinub
Tauros, Teddiursa, Torchic, Torkoal, Typhlosion
Umbreon, Ursaring
Vaporeon, Vigoroth, Vulpix
Wailmer, Wailord, Walrein, Weavile, Whismur, Wooper
Zangoose, Zigzagoon

That was copy/pasted from http://www.gamefaqs.com/portable/ds/file/925602/48250. That is for Pokemon D/P. I can imagine the egg groups are the same for all versions, though, so all the pokemon on that list should be applicable to all versions of the game.

Edit
Although it may take awhile, they should make an egg, regardless of whether or not they like each other. When I was breeding my Ninetails, he and the other pokemon "didn't seem to like each other", but that didn't stop them from giving me an entire pokebox of level 1 Vulpixes (or is it Vulpices?). Just ride your bike around for awhile and you should get an egg.
