Why is it an emoticon? And who uses it? Who put it there? And why is it CAT?

Wow, someone actually asked. I always wondered the same, although I assumed it's some in-joke among the mods or something, since they always have a bunch of in-jokes (MAWAII is a good example) that I don't quite get, partly because I'm not part of the "in" crowd.

But yeah, I have never figured this one out either.
