I have no idea why, but when i pet my cat near the start of the tail, she gets this insatiable urge to clean like crazy, and sometimes even bites herself while cleaning as well...

Well, cats have anal glands in that area. Press on that area too hard and an oily substance comes out (if I ain't mistaken, it's for territory marking when cats poop). Your cat's probably cleaning that up. That's my guess, anyway...yeah, ew
