That's actually kind of a meta bit for it... It seemed like it wasn't thought out that clearly, though it does actually make sense in context of the game itself

What is the deal with that anyway? Even at a very low level and playing perfectly fair, Kefka is just not that hard to get through. Maybe people complained that ExDeath was too hard?
