I'm stuck in Oeilvert. I have the Gulug stone, but I can't defeat ark. Please help me!

Make sure that all your people have the "Clear-Headed" ability equipped -- Ark loves to confuse everyone in your party.  If you can get Zidane into a trance, Ark doesn't have much of a chance.  Use the best one that Zidane has...if I remember correctly, you should at least have the sixth one by now, and a few of that one will be more than he can handle.  Good luck!
