The description for "Tintinabar" in the FF6 section lists it as recovering 1 hp per step when equipped. This is wrong, and actually depends on the user's vigor.

Hmm, that's rather interesting...even got me looking at one of me snes saves and, sure enough, the game itself doesn't specify the amount of HP gained. How was it assumed that it was only 1 HP, then?

I always thought it was 1 hp, too. My recent work with the FF6 code has revealed that I was wrong, however.

Pleasure. I think CoN's one of the only places to have that right, now.
I think that, by the time you get it, your stamina isn't high enough for it to be noticeable. So the general assumption is that you recover one HP per step (which seems to be the case...) I'm pretty sure one of the guides I have lists it as such, and pretty much every faq I've seen on GameFaqs mentionned it was 1.
