To make all the statues light up you need to get all the hidden items in the six Cloisters of Trials. I don't know which hidden item you missed, but the one I know for sure is the one in Zanarkand. You have to go back there and go to the dome and there is a new puzzle there that allows you to get the hidden item there. The other one might be the hidden items in the cave you aquire Yojimbo in. After you get all the hidden items go back to Baaj Temple and aquire one of the most powerful aeons in the game

Each statue represents the destruction sphere of it's respectful temple. If you used the destruction sphere to get the treasure in that temple, then the statue lights up.

I'd put my money on Zanarkand and Bevelle. If you didnt get the one in Bevelle though, good luck in finding a way back in. I know I couldn't, but then again I got the treasure so.

The clouds ran away, opened up the sky
And one by one I watched every constellation die
And there I was frozen, standing in my backyard
Face to face, eye to eye, staring at the last star
I should've known, walked all the way home
To find that she wasn't here, I'm still all alone

You are required to use the one in Bevelle to get through it.  I didn't get the second secret chest in Bevelle, and still didn't have trouble getting Anima from Baaj temple.

SPOILER ALERT!  Highlight to view:

No, you're not required to get Bevelle's secret to get through it.
No, you can't get back in to get it if you forgot it.
No, you can't get Anima (who is god) without all the treasures.

Just thought I'd clear that up.

Just to clear that up, you do need the Bevelle secret item, but if you don't get it you cannot complete the Cloister of Trials in Bevelle, so it is basically a given
