In the beginning (non-playable scenes) of the game, the airship of Cecil gets attacked by monsters.

The monsters are easily eradicated by high-level spells.

Who is casting these spells? Because Cecil never learns these spells in the game.
Is Cecil casting them? Strange...

Is the answer at the end of the game (because, I didn't beat this game yet)?

Those are actually items.

One of those items--the second one, which does the ice attack--is not available in the US version of FFII. The other is a rare steal from a Red Dragon in the final dungeon of FFIIus, but unfortunately, it's practically useless by then.

As for where they are or how to get them in FFIVj, I don't know.
