Ramza was the best developed, by far; many of the others just didn't have enough lines or screen time to reay develop.

Algus had the best personality. He was truly dispicable and so utterly, blindly arragont... I never felt any sort of strong emotion, sympathy or disgust, for a character in FFTactics like I did my loathing of Algus.

Ramza, with Delita and Ovelia right behind.

I would like to have seen more character development for Mustadio, though.

Also, you get a surprising amount of insight into Beowulf, considering you get him so late in the game.

Vital involvement in the Final Fantasy IX section of CoN. Member of more than ten years. Second place in the Final Fantasy Music CoNtest, 2010-2011 Member of more than five years. 
Best developed would probably be Ramza, Delita, Ovelia (like said above), and maybe Izlude, Rafa, and Malak. They actually had a part in the plot to some extent and had scenes solely about them.

I'd definitely say that Ramza was the most developed character in Tactics. He starts out as this weak character who "turns and runs" and by the end he has become courageous enough to take on not only the Zodiac Braves, but also the Church and Gov't.

Ramza unquestionably is the most developed character. He distinctively grows, learns, and develops his personality, thoughts, and social stance throughout the game. I disagree with those who said Ovelia, however. I felt she should have been developed more.

I like Mustadio, and if Ramza were to be the majority Delita would be equivlent... they are in the first and last scenes... Delita is the only one who survived the entire thing and for him to develop into such a bastard towards the end. He's like a friggin Ashley Judd Movie enemy. *lol* He's the good guy..............bad guy!
*lol* Anyway I liked Mustadio, I think he had the best personality.

I have to go with Delita over Ramza. Delita goes from essential a friend of a respected family to ruling a kingdom. At the start of the game, he's thinking to himself become a knight. When his sister dies, his eyes are opened to what the knights truly are and his goal in life is shattered. He was betrayed. Then you watch as he grows stronger, trying to get revenge for his sister's death.

lol, ramza is clearly the best and really only choice. how the hell can one call what was done to delita "character development?" they just OMGZUBERCOOLed him into a backstabbing, evil, self-motivated, and really quite boring enemy after chapter 1. there was no "development" at all: he lost his sister, then turned crazy, then remained crazy doing AWESOME EVILLLLLL stuff in overdone cutscenes for the rest of the game. ramza (and he is unique unto fft in this respect), conversely, is actually developed gradually as a true *character* by a wide spectrum of events and interactions with other characters (including members of his own family). by the end of the game, retrospect shows that everything that happened in the game actually transformed ramza to the confused tool of a noble boy to the brave, unufckwithable "Jesus"-killer he was meant to be.

Anywho, while it's clear that Ramza gets the most screentime and development, I don't like how he gets developed. He preaches too much, and I think anyone who's gone through what he has would be more pragmatic and wouldn't bother telling Balk about how "selling your soul to the Lucavi" forfeits your "pride" and how important that is etc. Therefore I'd say that Delita is a better written character especially for his successfull manipulation of Ramza and his inscrutably opposite treatments of Bemalfula and Ovelia (a la the ending).

Having said that, I'd have to say that I find Vormav the most interesting because, for all of his destruction, he seems to have little to no conviction for what he's doing. It's fascinating how the most evil person in FFT is the one who cares the least. Wiegraf and, as previoulsy mentioned, Ovelia are well developed too, but I find the disinterested Vormav to be done the best.

I have to agree with Wiegraf to some extent. Delita and Wiegraf were basically the two different paths that both of them could've taken. They were one and the same: both lost a sister. Their reactions to the situation was what made them different. But, their basic train of thought was, get revenge for my sister. I think it would've been better to have a few cutscenes in the second chapter so you could've seen how Wiegraf was developing. How he came to meeting Vormav and the other Shrine Knights, and basically his whole mind set at that point shortly after being defeated by Ramza.

I wish more work could have been done with Mustadio within the game as far as cutscenes that developed his story. He "replaces" Delita as Ramza's best friend, in my opinion. After he joins the group permanently, though, he has no more character development scenes.... only small scenes where you obtain Cloud and Worker 8. I would have LOVED to have seen his character explored further, and woven more intricately with Ramza.
