Treasure Hunting on FF9

i'm trying to hunt down all the treasure on my chocobo on FF9. i found all the chocographs and now i'm tryin to find all the bubbles. i found one underneath the back opening of Quan's Dwelling. i looked on a faq sight and found that it has the Tiger Racket which is Garnet/Dagger/Sara best weapon. problem is, no matter how many times i use the Dead Peppers on the bubbles, i get nuthin. can someone tell me what i'm doing wrong?

You have to go inside Quan's Dwelling and go to the pier-like thing. When you approach the edge, you will be given the option to use a Dead Pepper.
