Characters that can potentially max their speed out are the best.
*Assume preemptive attacks are out.*
Take this example:

Locke has 128 base speed and level 98 and maxed HP and also all spells.
Equip Atma Weapon, Paladin Shield, Genji Armor, Red Cap.

Relics:
Marvel Shoes
Sniper Sight

Against any character who does not have maxed speed Locke will defeat them.

Locke WILL go first. Locke attacks, connects for 9999 HP worth of damage. Name a scenario that will defeat him if you can! =)

***This is just a fun idea I got from a friend. Think of the ways you can defeat Locke. Please, be inventive!!!***

invis my friend...i have Edgar lvl 99 max hp offering wall ring all spells but pearl and i always have him invised in case of something like you who thinks locke is teh best and then i stomp yer a$$ flat with my atma weapon and scimitar
