Why Is Siren seemingly naked?

I Just started re-playing FFVI for the first time in a few years. I'm playing the PSX version, and when i cast the Siren Esper she's NSFW. I noticed the FFVI esper Image files on CoN have her wearing shorts? what is going on here?

the original US version has her wearing more clothes. The other versions have her as she was originally depicted.
