Levels, Celes, WoR, etc. etc.

At various points in the game, some characters come and go, and when they return, they seem to have leveled up on their own to about the group average or higher.

That said, is it a good idea on the floating continent to focus on making sure Celes' level is higher than everyone else's, since she is the first character in the WoR, and presumably everyone else's levels would therefore be as high when you meet up with them?

I'm not sure but I think their levels depend on the highest level in your party. So yes it is.

At certain points of the game, the characters' levels' average is taken, and characters below that average are raised to it. So in the WoR, Celes will start at whatever level she was at, the next character will be the average of his own level and Celes', etc.

With that said, just let Celes be at whatever level she happens to be at, as the first few characters you get won't need any special levelling, and any others will be strengthened by the levelling you've been doing as you've been going along.

Yeah, that sounds right. Because some characters are below your highest when you get them. Then again I remember Sabin's level being the highest level when he first joins the party.

When a character joins your party for the first time, the level they start at is the average level + some number, where the number is decided by who the character is. Sabin is +2 and Mog is +5, for example.
