Is there a way to prevent the characters not in your party from levelling up?
Would it work if I killed them, then switched them out?

If a character is dead, in zombie status or turned into stone (I think), it won't recieve any experience points, thus not gaining any levels. Also, if a character only rests in the airship instead of fighting in the field, they won't gain anything. I think that is the only way to do it.

The last time your character's levels are averaged and raised is when that particular character is recruited in the WOR.  Until then, if you want the most out of your Espers, keep your levels as low as possible.

Oh. I just kept seeing the levels shoot up, but never payed attention to it. After seeing it, I thought FF7 took this exactly as it originally was.
