I got Mog's speed to 67 or so.

Vigor, Speed, Stamina, Mag.Pwr can all max out at 128 under Esper influence, and pushed farther through equipment.  The actual caps as far as effectiveness though, are 128 for Vigor, about 235 for Speed, 128 or none for Stamina (I think, 128 for spell blocking I know, but I don't think regenerative effects have a cap on Stamina usefulness), and none for Mag.Pwr.  Although Mag.Pwr can become a pain when it, Level, and spell Bat.Pwr are all too high, ex. LV. 99, Mag.Pwr about 140 or higher, and Ultima will cause damage to go so high, it requires a third byte, and since there is no such thing, it resets and uses whatever damage beyond 65535 you did as the total damage possible.  Other spells, such as Crusader and definitely Goner, could do the same, but they won't do it typically because Ultima ignores defense and they don't.

But as for pushing Speed to 128, I think only two characters were even capable of pulling it off.  I can't even remember who the other one was, due to level averaging and beginning level it might not even be possible for that one, but the other is Locke.  He can get to 128 Speed, if you start using Odin at a maximum level of about 11, which means that you'll have to play a low level game to max out Speed.  The worth of 128 Speed is your call.
