except when it force you to create a party that's over 3 or 4 ( i dunno if it ever does that in ff6), is it safe to play one or two characters?
I remember back in ff7, I was using aeris (after her death) and/or using 1 or 2 characters using hack which eventually made me stuck at certain points. I'm wondering if it's the same in ff6. If the two characters you pick can hack it on their own, go nuts. The game isn't going to screw you over for not having the right characters in your party, because it forces you to take those characters along when necessary.

It's fine to only take one or two people with you. I went through the final dungeon with each team only having two people in them. Mostly because the other characters were a bit rubbish at that point, but yes.
