Tifa problem

ok i've been thinking about this problem that Tifa has and i was hoping someone knows the answer...
for some reason i have Tifa at level 99 and she has this weird problem that she will attack with 9999 on every opponent with slash-all materia and a few battles later she will do around 350 on one enemy!O_o 350 is too extremely low for level 99! -------------------- Rudy: "You did all this to become immortal. If she has the Premium Heart on, it might be due to its special effect (It does more damage the higher the limit bar is filled, but if it's not very full, it does pratically nothing). If not that than I guess it's a glitch.

To be honest it's better to equip tifa with God Hand weapon, Mega all and Deathblow materia as she'll never miss and she'll hit enemies for 9999 damage
 Premium heart is probably the worst ultimate weapon in the game. |
