WoB - I'm not sure, probably the Floating Continent because you can go back and hop off whenever you want, the monsters are tough though.
WoR - The Dinosaur Forest, i think this is somewhere near where you find Gua in the Veldt.

For the World of Balance, you can probably just hang out in the Floating Continent for decent experience and Magic Points. The Intagnirs on Triangle Island do give 10 Magic Points a pop, but you pretty much have to use Doom on them to kill them, and they don't appear frequently.

For the World of Ruin, the desert south of Maranda hosts Hoovers (5 AP and 10,000 Gil) and Cactuars (10! Magic Points and 10,000 Gil). With the Cat Hood, you'll be flowing in Gil in no time, and learning new spells will be nothing. However, you may have to wait until you have some good MBlock raising equipment to withstand the horrible Sandstorm counters that Hoover has. Two Ice attacks should kill off a Hoover, and anything barrier piercing can kill Cactuars (Blow Fish, Drill, Blitz, Sword Techniques, even Sketching it to use Blow Fish).

Later on, if you consider maximizing your character's levels, the Dinosaur Forest is the place to go. It's located north of the Veldt on the continent where Gau's father's house is (it's shaped like a dragon's head, so you can't miss it). With an Experience Egg and the right Espers, it'll be simple to max out levels and maybe even some stats.

I would agree that in the WOB the place to go is the Northeast triangle island.

As for the WOR I have found a few places. I agree that the desert south of Maranda is a good one for magic and gill. You can kill Hoovers with Doom spells though sometimes it may take two or even three tries before one hits, and be sure to give you party float before going here to be safe from a Hoover's quake attack. If you can't get Doom to work than Muddle the Hoover so it will attack itself.

Another good place for upping your magic is the Fanatics Tower. Just be sure to have Umaro in you party if you want the battles to go quickly.

If you a meet a Brachosaur is the Dinosaur Forest, you'll be in for a treat of exp points. Most of the time you will encounter Tyranosaurs, who only give you about have the reward of the former enemy.

I think def the dino forest! I think if you kill off 2 of your own characters you can gain a ton of EXPerience. the bad part about it is there is no GP and I guess you could call it an Okay amount of AP.
SUGGESTION:...
Equip Sabin and Cyan with Espers that give you the abilities of VIGOR +2.
Leave it on them for about 30-40 levels. now Take one of those two party members out and bring in someone weak. Equip to their strength or your appease.
I had toi say those two characters because theyre UBER strong with the right training

my suggestion for levl up:
go to magician tower and stay in the firsts levels; then fight, fight, and...fight (IMPORTANT: remember to get osmose first!!! with this spell u will never need to restor in inn or use ethers or potions)

no exp received but this is the place where u get the most ap, what i have done is simply: i have collected ALL espers and then move to tower and teached ALL spells to ALL caharachters in really few time (ergh....it was much time, but not so much if u consider what i have obtained at the end)

at this point (my party was at really really low level, less than 30 i think) i moved to some place for get some level, then i moved to dinosaurs forest and gett my party to 80+

what i suggest: for the firsts level up use espers that give u +2 magic, my goal was to get 75 magic for eache characther, than to improve both speed (a really important stat) and strenght (not so much important in my opinion), after this my ultimate goal was only to use +50% hp (for example esper bahamut)

i didn't spent much of my time on improving strenght because i think magic can do more and better (at lv 45-50 my pearl do about 7000-8000 and ultima i don't remember)
i get strenght to 60-75 (then any charachters has been left to his natural strenght grow-up)

As everyone had said, in the World of Balance, the Floating Continent is a pretty decent place to train.

As for the World of Ruin, I found that the Triangle Island, which only has inhabitants of those weird worm things, and they only have two attacks, one of which transports one of your characters to another dimension, and the other freezes one character. They give decent BOTH magic points and EXP points, so it's a pretty decent place to train. Although, going through battle after battle can get boring, so what I did was change everything to Turbo, on my PS version, I just switched it to analog, put a rubber band on the stick and made him run, and click turbo while on X, and just let it run.

The first place that comes to mind in the WoR is that danged dinosaur forest. I remember I used to take only one or two characters to that area to gain levels. Extra bonus if you run into the brachiosaur, but it takes patience. Just remember to save a lot.

FRICKIN' DUHHHH? Heres an explanation why: you need to get your MAGIC up for basically ALL of your spells, but mostly for your CURE1 and so on.
Now if you took Locke onto the Floating continent and stole *GENJI GLOVE*
from the enemy DRAGON and went on with the game and got "In my opinion" the best Relic in the game for Vigor the *OFFERING* then your pretty much set... heres why:
Attach the GENJI GLOVE and the OFFERING with someonewho has their Vigor up all the way(with their Best weapons)This will do 6 or 8 hits of 9999 damage.
Now... equip someone with Mag. Pwr. stats all the way up with the *GEM BOX*
and the *ECONOMIZER*
The *ECONOMIZER* allows you to take 1 MP per Spell, while the *GEM BOX*
allows you to cast 2 or 4 spells at once.
And dont forget that if you stayed and chose Locke as one of your party members
and stole from DRAGON you should have some left over *GENJI GLOVE*s
Its where you get Shadow too...

The Dinosaur Forest seems to be the popular answer, but I've found that the area surrounding the DF is actually better for leveling up. The best method is to take two people and equip them both with experience eggs (bet the Tintinabar at the colosseum, it's a pretty worthless relic). You'll usually run into Sprinters and Spectors, and Tumbleweeds if you're lucky. All of those give decent experience, are much easier than a T-Rex, and the battles end much more quickly. Put both people in the back row, give one an Economizer, and just cast Ultima to your heart's content. You'll generally gain a level after every one or two battles up until level 50 or so, and you’ll get to level 99 in no time.

Also, some other general info for those of you playing the SNES or SNES-ROM version....

-Any character will end with 9999 HP if you attach the esper Bahamut for levels 69, 70, and 71 (note: this means you equip the esper AT level 68, and level up to levels 69, 70, & 71 while the esper is equipped).

-To end with 999 MP, have the esper Crusader equipped when reaching the following levels….
Terra, Celes, Relm & Mog: Levels 48, 49, and 50
Locke, Shadow, Edgar, Strago, Setzer, & Gau: Levels 48, 49, 50, and 51
Cyan & Sabin: Levels 47, 48, 49, 50, and 51

The rest of the time, you should focus on leveling up vigor and magic power. Speed is nice, but unnecessary if you do tons of damage anyway. Stamina is worthless. The best espers are:

Bismark, Raiden: Vigor +2
Tritoch, ZoneSeek: Magic Power +2

128 is the max you can level a stat up to, but is usually overkill. A vigor of 110-115 is usually enough to do 9999 damage to just about everything. For fighters, I usually level vigor up to 115, then spend the rest of my levels gaining magic power. For casters, I level magic power up to 120, then level up vigor.
