Yup, I'll second that (given that we rewrite the entire story slightly, making Sephiroth even badder if possible, while making JENOVA a more scary creature that has some real direct influence on the world and/or party members - reviving her entirly for the final fight)

I do not rate them by the difficulty / awesomeness of the final fight, but their role in the game leading to them being the final boss.

YU YEVON

You do not even know that yYu Yevon is a real entity that must die, before after the point of no return in end game. I mean - I never had the chance to want to kill him or get any relationship to him. Nah, I get as dissapointed every time I meet him in FFX. Jecht would have been the perfect final boss, epic music and all, and you have actually come to terms with him being Sin for some time (plot wise it would also work because the entire point is that you kill him without a final summoning, which denies Yu Yevon a new vessel of sufficient strength to become Sin. Thus, you could have called the spirit possessing Sin for Sin- just that, Sin - and let Yu Yevon be some kind of unexplained mythological source of magical and or religious powers)

I thought personally that queen brahne was a pretty good villain.
We see also kuja in action when he manipulates queen brahne who was greedy and makes her feel like she is in controll so he can use her and kill her more easily.

I thought kuja was a also a decent villain.

I didn-t like seifer at all,i thought he was too angsty and a lame excuse for a secondary villain.In the game,it says that seifer is supposed to be the complete opposite of squall,but he just comes off as childish and shallow.

I never liked ultimecia,because i thought the whole dialogue she uses when she is inside of edea to be really cliche,and i mean really really cliche.I heard the dialogue,and i was like:Why do people vote her and support her when she is telling them that they are fools and she is going to destroy them and kills the president?.

I don-t remember seymour much,so i guess he didn-t leave that much impression on me.I liked hojo as a villain,because he was clearly a sick man who used his own son to further his own experiments.He was clearly a driven sick man.Palmer was some minor villain who was unimportant.I never liked:Guy was it? from ff2 on the nes.Palomecia stayed evil,and yeah he was kinda your typical villain,but guy was just ridiculous.I mean:He leaves you and tries to take over the world and kill you and then when palomecia kicks guy-s but and hurts his ego,he-s like:Um,i didn-t mean to kill you and take over the world.

I don't think Leon was really supposed to be made a villian, just a traitor or rather a total douche. Guess like Seifer from FF8.

In terms of actual villains,zeromus should be up there too.
He is just supposedly:The essence of hate.He gets no real backstory,because he ends up appearing at the very end of the game.This makes it so you can't relaly develop him.Golbez should have just been the final boss in the end of the game:Awesome music,awesome armor and cool dialogue.

1:Jenova didn't have much personal development either.
It doesn't really talk either,it just goes around sucking the life from planets and then moves from 1 to another.

2:Palomecia was pretty meh.You hear about him sometimes,but you don't get to see him till late in the game.

4:Barthandalus:Cool music,but also kind of cliché.He was so:MEH!! that i didn't even care about what was happening during the end.He should have just turned cid raines into ragnarok.His plan was pretty stupid and fails miserably.

Seph was way overrated it should have been jenova overtaking him and metamorphosed into some super monster final boss


KEFKA IS THE BEST VILLAN EVER!!!! He's the joker of the ff world he just wanted to see the world burn and best yet he succeeds and that laugh man that laugh is awesome for its time...

Why oh why did they just parachute this &^*%££* extra villain in right at the end? I mean, you spend the early part of the game dealing with Brahne, then Kuja emerges as the real villain of the peace, so fair enough you fight him. Then this "Necron" comes in, who has played no role in the game whatsoever, and you have to beat him before you finish the game. Pointless.

Zeromus was a pretty lousy villain too.

He had next to no backstory.He was only barely better than necron because he had only slightly more backstory.

Seymour, what a joke.

He was more of a clown than badguy and not the good clown type like Kefka either. The cringe " oh my word, please get off the screen please " type.

Not only was his character design awful, but his character was already done before and better by Kuja and Sephiroth and the whole wedding with Yuna thing was just cringe-worthy.

It's something a Saturday Morning Cartoon Villian would do. Not a Final Fantasy Villian.

I'm going to surprise some of you possibly:

Yes sephiroth is overrated as a villain, but he is crazy.
He's more crazy than evil in fact, and you can see that he clearly lost his mind.I never got that feeling of him being evil.When he starts talking about his mother and how wonderful its going to be what he is going to do, and just ignores cloud, you get a sense that he's definitely lost his marbles so to speak.Its more tragic for him than it is him being evil and hated.

On the other hand:Hojo is really really evil, like kefka level evil.Think about it for a moment:
Hojo experimented on sephiroth his son, by injecting a jenova cell into his wife.He has his own agenda and cares more about his job than he does for his family, and he has no qualms about playing with human lives.That vr training in crisis core? That was dangerous and yet he has no trouble doing it.What about what he did to red experimenting to see if red would breed with aerith? He's one sick man.He clearly has something seriously wrong with him.

I think as for other pretty awful characters who are easy to hate:Algus from ff tactics.There is a word for his kind:supercillious if that is the right spelling.He's definitely an elitist who thinks himself better than others and cares nothing about stomping on the common man.

As for worse villain in terms of villainry:I'd say necron,ultimecia, zeromus and cloud of darkness.

Zeromus at least we hear about him though a little bit in comparison to necron who is just thrown in without any hints.

Necron:There are no hints about his existence unless i missed something somewhere.Since he had no backstory, Kuja would have made the obvious better villain in ff9.Why didn't ff9 just use kuja as the final boss?

Ultimecia:Her lines are cliché, her evil laugh is cliché, and she is just mwahaha now i'm going to conquer ze vorld type attitude.

Oh yeah:For evil villains, why not talk about yu yevon? yu yevon is pretty evil too.He caused countless deaths and created sin.It is literally his fault you had years upon years of mass genocide from sin.He also used to be human, but he binded a summon to himself turning himself into what he was.
