I cant seem to be able to get the rare battle on Barius hill.

Are there requirements?

Vital involvement in the Final Fantasy VII section of CoN. 
The only requirement is to enter from the south, and that's it. Then you have a low chance of entering the rare battle. But if you want to encounter Dragons, Hyudras and Behemoths, you're better off fighting in the Deep Dungeon.

oh ok thanks!

yeah i've been going in the deep dungeon and havent found any hydras or dragons, just mages, knights, monks, archers, and dead stuff

A few of the levels have a lot of dragon types, and the one I think of immediately is one of the (rare?) battles in VOYAGE. Three-headed dragons and then some, too, all there. TIGER should have some every once in awhile, and, of course, END. HORROR just has dragons, except for one battle that has a Hyudra; the rest don't have 'em as much.

Other then entering from the south, I believe its required that Ramza is level 99 before this "rare" battle at Barius hill can occur. (correct me if im wrong, but thats what ive been told, And besides, i've always been 99, so im not sure if its true or not...)

You don't need to be at level 99. I use the Bariaus Hill battle to train when I'm in the 40s and 50s, before I've unlocked the Deep Dungeon. I don't think you even have to been in Chapter Four.
