I'm at the part where I can get Mr. Strife to join my party. That is, if I had known I had to buy a flower from the Flower Girl before going to Igros.

I go by Prima's Guide (Yes, I know Prima is notorious for horrible guides.) I usually don't have to look at what I have to do for the Chapter I currently am in. Thus, I can say that I have no memory of reading that I had to buy a flower before I went to Igros.

Is there anything I can do, aside of beginning a new game? (If I do make a new game, I'll probably be a "Beast Master." Haha.)

I don't believe so. If I remember correctly, you have one chance to buy a flower and if you don't, you'll have to begin anew if you want Cloudy.

Are you saying you missed the even of that you met the flower girl and told her no. Cause I think it's a chapter 4 event so if you only missed it you can still do it. However if you told her no, you are screwed friend.

There's no way to miss the event, it's mandatory. It happens the first time you reach Zarghidas Trade City, when you're heading towards Limberry Castle to meet up with Emdor. If you didn't buy the flower, I believe you'll never get the sequence in Goug with the time machine...
