ive come to the conclusion that Beatrix from FF9 is based on celes, because she sorta looks similar, they are both generals who betrayed theyre empire and they are both very emotional and stuff, what you think?

"The painting!?"
Owzer: It's... There's a monster hiding in my prized painting of a goddess...
"A monster!?"
Owzer: Yes... And now it's nearly impossible to get it to show itself...

She's similar in those ways, but you also have to keep in mind that she fits a certain character type; the strong female 'ice queen' who, over time and development, opens up her heart a little (Celes to Locke, Beatrix to Steiner). Square likes using certain types again and again, like the renegade royalty, the innocent girl with magic powers, the thief, the magical old man.

True, some of FFVI's characters made me think of FFIX's characters, if you own the FFIX art book (which i have), Zidane looks like Locke, Garnet makes me think of Terra, and Eiko sort of makes me think of Relm.

Celes and Beatrix are identical because they are both chicks and stuff.

Fair-skinned women with long hair doesn't mean they look alike. Eye color, hair color, hair style, and face shape are way off.
Celes betrayed the entire empire after thinking about it for a little bit. Beatrix went against her queen because Steiner was able to convince her that following the queen's orders went against her duty.
Emotional in what way? Emotional as in Celes made a suicide attempt and Beatrix fell for Steiner?
Both of their romantic story points were very different. Celes fell for the guy that saved her, and the rest of the game treated their relationship like a middle school crush. Beatrix grew from despising to respecting Steiner because of what he did seperate from her, and gradually developed feelings for him.

Oh no you dihn't. The Celes/Locke relationship is one of the most complex FF love stories. In large part because of the Rachel element; in large part because Celes does not immediately "fall for him" -- she doesn't know how to handle the feelings she's got, leading to some of the "middle school" elements of which you speak -- and in large part because Square doesn't hammer you over the head with it. They're not OMG IN LOVE 4-EVA at the end. But they're on their way.

I don't think anyone's actually mentioned that FF9 was meant to have a few nods and winks at the previous games: Moogles being an integral part rather than a tiny little sideline, the Alexandiran soldier's uniforms somewhat resembling the gear Celes appears to wear in some of the artwork, Beatrix having a somewhat similar personality to Celes, "The crystals" (And please, folks, do be silent about it being a cop-out, the only cop out was this game seems to have been the last effort to pull up before the pilot gave up and decided to try a crash landing in a minefield with X-2 and it's comrades in arms.) Eiko is clearly a parable of Rydia:
Possible spoilers: highlight to view
Rydia, when you first see her, is clearly young, but she is aged int he land of summons. Eiko is similar expect her "aging" was entirely mental in that she was forced to grow up faster to survive.
, Garnet's a little like Rosa: White magic user, damsel in distress, IQ of a hairbrush...

Still, how many other times have those been used in an FF?

yeah, definitely; i especially remember there being so many comparisons to FF6 when FF9 just came out--it first seemed like they were just doing it because the Amano art came back, but I remember reading a number of articles comparison like Zidane to Locke (both thieves, wanting to protect?), Beatrix to Celes, etc. So it seems like some of it must have been intentional.
Especially since FF9 is where they brought back the "fantasy"-like atmosphere that previous FFs had.

I compared always Beatrix with Agrias, because they both are Knights who simpatizes the "Princess", ( you know, both Ovelia Atkaschas and Garnet Til Alexandros were not the formers princess, but just a replace of the late true princesses), and well they sword skills are similar in some way. Thus comparing Beatrix with Celes is ok, because they both seems to be as cold as ice.

Of course there are similarities between Celes and Beatrix. You'd be hard pressed to name two characters that had absolutely nothing in common. That doesn't mean that one was based on the other. Instead of coming to a conclusion and then looking for similarities to back it up, you'd be better off considering whether there was anything special about the similarities between Celes and Beatrix that wasn't there in the similarities between, say, Terra and Beatrix. (I think it's pretty clear that I don't think there is.)
